that normally require a certain amount of time to pass before a vote can occur on a bill absent unanimous consent. He blocked the unanimous consent to speed up the process, but as soon as the time came for a vote under the regular order, there wasn't anything he could do to stop it.

At which point, we were already in a government shutdown, but so, too the ability to schedule a vote.

Unanimous consent was needed to speed up the process. He withheld consent, which meant that the Senate had to wait until after midnight to hold a vote.

Prior to 1 AM, Rand Paul could delay things by simply withholding consent. After the 1 AM deadline past, Rand Paul could delay things by up to two hours by holding the floor and making a speech. Paul made a short speech and gave up so that the process. The final Senate bill was passed well before the 3 AM out side time that Rand Paul could have delayed the vote. Rand Paul is a lazy man and did not try to speak for the two hours that he was allowed to speak

He droned on and on about the budget bill increased the deficit and he didn't believe in that and

wanted to stick to his principles, yet his so-called principles allowed him to vote a couple of weeks ago

for the tax scam bill which dwarfed the deficit creation of the budget bill ten-fold.

What a pompous, lying, duplicitous a-hole.

Someone should've called his neighbor to get his ass off the podium.
