If you are in a public connection then that is probably one people have used for spam or illegal ads.

If you are in your home connnection most providers rotate IP addresses periodically and you may have just been assigned one with a bad history. If so try unplugging your cable or DSL modem for 20-30 minutes and then power back up and you should get a new IP address assigend. Check your IP before and after to make sure it changes, if it doesn’t you will gave to call your ISP and have them reassign a new one.

Unplug your computer and router , plug them in again and re-boot. It’s possible that the ip address of the mobile network doesn’t match the Craigslist market in which you are posting.

VPN IP's are sometimes used for spam so sites block them.

Also your regular IP might have been used for spam and was blocked.
You can try renewing your DHCP lease which should give you a new IP from your provider.
