McDonough added that he knew it had been watered down at the request of McConnell.

Presidents don't get to "agree to" something that does NOT come out of congress.

What's going on here? Applegate even suggests "don't let them blame Obama," i.e., by lying that the Republicans didn't do this, the Democrats did. And you're blaming Obama.
