What are the limitations of a Proclamation? Is it enforceable? Does it have any legal force?

Many relate to ceremonial matters, like proclaiming "XYZ Day". But others memorialize an action that, pursuant to authority delegated to the President by statute, like the modifications of tariffs, have the force of law (and, yes, President Obama issued proclamations effectuating modifications in tariffs.
