I don't know how sure one can be making that claim. There may have been more expenses and reimbursements and these selected reimbursements just add up to this sum by chance.
Cohen also complained that he wasn't reimbursed. But if it's true, using campaign money for that has to be clearly illegal, but secondly, Trump funneled money back to himself to pay hush money and then kept it to himself instead of repaying his own lawyer.
