Conor Lamb, if he wins, will be a junior Representative with no standing in the House. He won't have influence other than the opportunity to vote with Democrats when he chooses. He'll have to run again in less than 6 months and his district will have been dramatically changed by next Fall.
The same can be said for Saccone if he wins. He'll have no standing in the House either, just another junior House member who will have to run again in the Fall.
In my mind the importance of this election is it's proof before our eyes that Democrats will turn out and vote when they have a candidate they want to vote for. The 18th District hasn't had a good strong Dem candidate for many years. And for whatever reason they didn't bother voting for Hillary. Some Dems did jump parties and voted for Trump, to their obvious regret. Those people are seeing this special election as a chance to revise that mistake.
