only takes 3 from each district (county?) and $50 to make a "claim" of fraud or error" for a recount to commence. So I am sure it takes time to go thru the motions.
Pennsylvania recount procedures
A recount of ballots is required in an election district if three qualified electors in that district file a petition alleging that fraud or error occurred in the tabulation of votes or the marking of election ballots. Petitioners are not required to "specify in their petition the particular act of fraud or error which they believe to have been committed nor to offer evidence to substantiate the allegations of their petition." The petition must be accompanied by a $50 deposit, which will be retained by election officials if it is determined that fraud or error did not occur. This deposit is due to each county in which a recount is requested.[3]
The secretary of the commonwealth must order a recount if any of the following conditions are met:[4]
a candidate for statewide office was defeated by 0.5 percent or less of all votes cast for the office
a statewide ballot measure was approved or rejected by 0.5 percent or less of all votes cast for the measure
The mandatory recount provision based on margin of defeat does not apply to non-statewide races, including congressional races. However, non-statewide races are still subject to recounts upon petition of three voters of any district alleging fraud or error

so a recount would cost the GOP $200 for 4 counties unless its on precinct level which the article did not specify
