Because if he were to do that, Mitch McConnell and the Republicans would then make a move to protect the Special Counsel? Once Mueller felt that his investigation was being defended and protected by the Republicans, he could then bring whatever charges he may have against Trump?
With all the discussions about "red lines" and the fact that the Trump Organization has now been subpoenaed, this is putting a lot of pressure on Trump to do something reckless or ill-advised.
At this time, he does not feel that McConnell and the Republicans have his back.

(12,344 posts)It was maddening at first, but soon I learned to keep my cool. I documented everything. I lined up my support. Then I made my move. He struck back of course, but I was ready for it. I knew exactly what he would do. I won.

(115,584 posts)I have no doubt that he's aware of Trump's inclination to act impulsively and overplay his hand, and he is probably anticipating the possibility. But he's just doing what needs to be done.
Jill Wine Banks, the former Watergate attorney, said on MSNBC last night that right after Nixon's Saturday Night Massacre the investigators took copies of documents home to be sure Nixon's people wouldn't destroy them and the investigation could continue. Mueller probably has some kind of backup plan as well.
