That wall is nothing more than a giveaway to his fellow rats. Huge story about one contractor who lives in a trailer, has nothing but a company name, no employees, getting some of the contract.
He is obviously gonna be a sub-sub-sub contractor as the money is trickled down the chain of greedy hands. No one will be accountable for any problems even if in the odd chance something is erected.
