What, if any, responsibility does YouTube have in the "fake news" crisis?

I don't want YouTube to start censoring or blocking content, but at the same time, shouldn't they also have a rating system that categorizes a video's content, once it has over 5,000 views or so?

Maybe something like what Wikipedia has in place. If the video contains political / historical / news related content and the uploader doesn't cite sources for their conclusions, then a disclaimer notice will warn users that the video is the uploader's OPINION, and that the video author has not included any references. Also, "experts" from the community can add notes and footnotes regarding the content (and this could all be separate from the current comments section).

I understand NRKbeta is requiring commenters to display an understanding of their articles before posting, attempting to discourage uninformed ranting and foster a positive and more productive discourse. Being a non-Norwegian speaker, I like to know more about this approach, if anyone can translate the details.
