His incompetence and inability to understand thing serves whoever put him in the White House very well. When he is no longer useful, or becomes a liability, he'll be gone. Until then, he distracts nicely from the real shenanigans that are going on.

behavior, the Republicans in Congress are getting many of the things they've been working towards for a long time. They can talk him into signing anything if they appeal to his ego.

Jack Lemmon and James Garner play former Presidents who uncover a conspiracy which ultimately leads to the current Vice President, played by John Heard. At the time, I think they were channeling Dan Quayle but I think Trump's more apropos now:

...and I don't mean *BAD* in a good way... I mean *BAD* in a smarmy, cluster-fucky, idiotic kind of way. I picture a cross between Fat Bastard and Dr. Evil, and again, NOT in a good way.
