Dear Smithsonian National Portrait Gallery @NPG, I know it’s early but I’d like to submit this as the official portrait of our 45th President, Donald J. Trump. It’s called, 'You Scream. I Scream. Will We Ever Stop Screaming?'

As odd as the painting is, I don’t think it’d have the same impact without that detail.

I watched a short documentary about Jim Carrey’s paintings and I have to say I’m very impressed and surprised by his talent in painting as well.

16. My take is the finger/nipple thing

symbolizes the immediacy of the tanmans self-serving, narcissistic nature in juxtaposition with the anticipation of his soon-to-be fulfilled (but never really can be), breast shaped, two-scooped, lacto-pleasure. Milk/mommy/mammary issues? Chocolate? Dunno.

I'm unfamiliar with his artwork, but as you say Vc3, I'm impressed by his talent too. This particular example is very powerful, in my opinion.

22. My take on the scoop as phallic symbol

Strange that it is in hand, ready for use. One supposes he will use it to eat with since the ice cream has already been scooped out of the container and into the bowl. If this is true, then the scoop is a representation of his gluttony in two respects. First, and most obviously, the size of the scoop can deliver massive amounts of ice cream to his insatiable mouth. Secondly, it is an imprecise instrument; it's use is likely to cause a mess. I think this second aspect is more subtle and interesting because it suggests the affairs he had: he was indiscreet, letting his phallus guide him wherever it would, and it caused this current mess of allegations.

25. That bothered me as well; however, I've come to realize that it's not representing his physical size

It's a metaphor for his lust. It's his lust for consuming desserts and women. I also like the fact that he is holding it. I think of him having a particularly grabby type of lust, so having the scoop in his hand is appropriate.
