(14,784 posts)presidential libraries are funded by donations (akin to political campaign donations, though not limited), not by public funds.
Having said that, any "presidential library" for this ignorant, criminal, congenitally dishonorable and dishonest sh*theel is a disgrace, both to the title "President" and the notion "library."

(14,784 posts)Prior to Hoover, to the extent they exist -- not every POTUS has one -- they are administered by private, country, and/or state entities. Except the Adams' (National Park Service) and Garfield's (NPS + private).
From Hoover to GW Bush they are administered by the National Archives and Records Administration, once built. From Coolidge (just prior to Hoover) to GW Bush they've had some degree of federal funding to build the things.
Obama opted out of NARA administration and the Obama Foundation will build and run his, and the Obama Foundation will pay NARA to digitize and release to the public his unclassified papers.
I seem to remember media babblings about scandalous, unseemly donations for presidential libraries with both Clinton and GW Bush, but maybe I'm mis-remembering.

Assuming there are future generations.
