and as far as I'm concerned the tell on Guiliani is when just after 9/11 he tried for an illegal 3rd term saying he wanted to see it through and the people of this city didn't just say no, but hell no.....that's how we got Bloomberg...who btw did a fix with the city council so that the law was changed even though the people had voted TWICE for term limits.
