They got the goods on him. He is not in a good position to negotiate.

He is directly connected to a lot of shady deals, including with the Russians. His future looked so dim that he had to take off his shades.

The question arises again. Will he flip?

Then Mueller has certainly told Cohen, and I imagine that he has used it as leverage to get Cohen's cooperation..
