It was not built from the "ground up". It went through some security upgrades but that was it.

They changed some signs. When the Ambassador moves out of his Villa in Tel Aviv, to Jerusalem, let's talk.
Hey everybody, let's leave this jewel on the Med and head inland 90 miles, said no one ever. Let's leave the beaches, views, great nightlife and all our diplomatic friends, functions and schools, oh yes said everyone in unison, said no one ever.

... in the former embassy building in Tel Aviv, now called a "consulate", until the new embassy is brought up to "embassy standards", whatever they are (security, communications, etc.)
