Cannes Director Thierry Frémaux denied the rule, stating on Twitter that “The rumour saying the festival insists on high heels for women on the red carpet is unfounded."

6. It wasn't just a rumor. As recently as 2015, women in flats have been denied admittance.

From the article in the OP:

The high-profile rebellions against the dress code seem to stem from a 2015 incident when middle-aged women wearing rhinestone flats were turned away from a screening of the film “Carol.” The festival cited the “obligatory heels” policy in response to the outrage.

Cannes Film Festival high heel protester Kristen Stewart made another statement tonight against the festival's controversial red carpet flats ban. She posed on the carpet for tonight's Blackkklansman screening in a pair of black Christan Louboutin stilettos. Then when the main photos were done, she proceeded to take the heels off in front of the photographers and climb up the red carpet steps with her bare feet. The message: K.Stew still doesn't give a f*ck about Cannes' rules.

She also told a reporter the week before that 2016 protest that the Cannes' policy was sexist. "Things have to change immediately. It has become really obvious that if [a man and I] were walking the red carpet together and someone stopped me and said, 'Excuse me, young lady, you're not wearing heels. You cannot come in.' Then [I'm going to say], 'Neither is my friend. Does he have to wear heels?' It can work both ways. It's just like you simply cannot ask me to do something that you are not asking him. I get the black-tie thing but you should be able to do either version—flats or heels."

Stewart isn't the only actress to speak out against the festival's rules on women's attire. Emily Blunt also called out the festival's policy back in 2015. "I think everyone should wear flats, to be honest," she told a reporter then. "We shouldn't wear high heels anymore. That's just my point of view. I prefer to wear Converse sneakers."

In an email statement to Newsweek about red carpet attire, the Cannes Film Festival press office stated that "rules have not changed throughout the years (tuxedo, formal dress for Gala screenings) and there is no specific mention about the height of the women’s heels as well as for men’s."

9. Yeah, that's what that email CLAIMS. It's just P. R. The several women who were denied admission

and were told they needed to wear high heels claim otherwise. They say that the rules' demand for "smart" foot attire is being used to enforce a high heel standard.

There was even a woman who had had part of her foot amputated who was initially denied entrance because she wasn't wearing high heels.

Maybe you are right. I am just not seeing anything saying that is the official policy, and I do see the leadership of the festival saying it isn't. But it could be one of those unspoken rules.

11. Right. They have this ambiguous rule, and women only find out they've broken it --

because a flat heel isn't "smart" enough -- when they arrive and aren't allowed in.

12. Is she deliberately flouting a rule? Or just ascending the stairs safely?

I don't see a handrail where she's walking, so "barefoot" may be the safest way to navigate the stairs.

She's carrying the "proper" footwear, so I assume she will put them on at some point in her walk.
