Mueller will submit his facts to the acting Attorney General and he will then submit the report to the Congress. At this time, neither political Party would choose to impeach.
But, there will be an election in November. It will have more impact than the entire Russian investigation up to this point.
If the Democrats were to win back the House of Representatives and, perchance, also win back the Senate, it would be a devastating blow for the Republicans, and mostly, for Donald Trump.
If the Republicans believed that Trump was the cause of their humiliating defeat, then there would be a reckoning for the Party. Do they stick with Trump and get slaughtered in 2020, or do they try to remove him before the 2020 election? In my opinion, the Republicans would pressure him to resign or be impeached. If the Democrats win in November, it changes the whole picture.
This is the most likely scenario I could see. No effort will be made to remove Trump until after the 2018 election. It will be made by the Republicans, in an effort to save themselves from a 2020 massacre. Trump will become too heavy of a burden for Republicans to carry.

Locally I'm watching what I think are the first signs of the onslaught...I see candidates declaring for local offices who are Trumpsters from the giddy-up....they are going all out...the tactics are the same; the advertising is the same; the faux nationalism (in a local race mind you) is the same... I don't like this one little bit.
