This just seems like a tricky misuse of the redistricting results in FL.

U. S. Representative Cliff Stearns buys a house in Clay County so he can avoid a mess, inter-party primary which resulted from redistricting.

He does not have to live in his "new" district during the campaign but Stearns says he will live there if re-elected, at least part of the time.
