Administrator of ORD are bad actions that sting, but they do not equate to killing ORD. Killing ORD is his plan, and expect it to begin after the mid-term elections. It will begin with a massive attack on ORD's budget. It will be bloody, as ORD is geographically well distributed and has political support.
