Why doesn't someone drag him away in a straightjacket?!!!

He is fully delusional and we (the system) just let him do his madness. He should have been stopped months ago. Does he have to kill someone on 5th Avenue before we act? He's under investigation. He should be prevented from doing ANYTHING until he is cleared.
