In Georgia, with privatized probation, it is 1 in 18!! Wonder why???

I want everyone who has been convicted in MI of non-violent MJ State offenses to have the convictions removed from their records and released from prison.

You have to consider incarceration rates as well. Being on parole for non-violent crimes is better than being locked up. If the combination of those on parole and incarcerated is higher than other states, then one has to question why.
