Very subtle - I am convinced the White House knows they will at least lose the House

Here's why:

U.S. National Security Adviser John Bolton called the national debt a “threat to the society” that requires significant cuts to the government’s discretionary spending.

https://www.bloomberg.com/news/articles/2018-10-31/bolton-calls-u-s-national-debt-economic-threat-to-society-correct

When Republicans control the government, what is the national debt? Oh it's just money we owe ourselves, it's "fuzzy math", it's "oh you libs have to complain about everything don't you?!"

When Democrats control the government, it suddenly becomes "Cut spending now!" and a "Crisis of unimaginable proportions"

They've been making a mess for a long time and now they are already setting up the expectation for us to clean it up for them... again.
