Melania and I were treated very nicely yesterday in Pittsburgh. The Office of the President was shown great respect on a very sad and solemn day. We were treaty so warmly. Small protest was not seen by us, staged far away. The Fake News stories were just the opposite-Disgraceful!

Is the ruling that he can't block people.

LEGALLY he shouldn't be able to delete tweets either because of the Presidential Records Act. There's also the fact that deleting (destroying) tweets that could be used as evidence in pretty much all court cases is a big huge no no that judges frown upon. (Not that it's truly destroyed but apparently he thinks so.)

Then of course there's the, 'Innocent people don't act like this' thing.

Every tweet he has ever sent is stored in places his deleting cannot reach. And in any court proceeding where they are relevant, those deleted tweets will be resurrected. And "consciousness of guilt" will be attached to the action of deleting them. Plus the issue of presidential records. He's only making more trouble for himself. As he does.

when there were obvious misspellings. He usually tweets out a corrected version later (and deletes the original).

The "Capitol" thing was not as bad as the repeated "Council" vs "Counsel" problem though.
