...because we know the Republicans would never step up, and when they don't, Chuck can point back to the fact that he reached out and encouraged them to do what was right (also known as "DOING THE JOBS THEY WERE ELECTED TO DO).

When the Republicans fail (again) to live up to their constitutional duty, Schumer can at least say he called them out to do the right thing for a change.
