he can pardon fellow crooks for any federal crime they've already committed, even if they haven't been indicted yet. that's about the extent of it.

him being involved in the crimes doesn't remove that power.

of course, actually using such might constitute an illegal obstruction of justice and would certainly be an impeachable offense as well, but his cohorts would be off the hook regardless of whether donnie himself pays a political or criminal price for abusing his pardon power.
