the committee votes, needs a simple majority. <kinda like how important Flakes yes vote on Kavuenaugh was so important to advance it out of committee>

If McConnell wants to vote on it after an "unsuccessful" committee vote, it's Majority Leader's option.

We could have a few Republicans actually see him for the fraud he actually is...so this could be a winnable battle to deny tRumps tool...
