it is up to the AG or acting AG--hence the problem with Whitaker.

That said, I think it likely that A) Mueller has a back-up plan and/or B) the incoming House does.

No single indictment will tell the whole story and it may not be served up in chronological order but I think it's going be a puzzle easy for experienced prosecutors to put together. (and maybe more difficult to Mr. Wittaker to see on the surface).
