As the teachers say, he can decode, but he doesn't comprehend.

He knows how to make words out of the black squiggles on the page, and he knows how to say them out loud. Occasionally, he knows what those written words mean. These are the moments in his teleprompter speeches when he ad libs his own opinion on what we all just heard him say.

But he has no capability of processing a complex thought that arises from a paragraph, or even two or more sentences. He has never had to do any of that.
