"If U.S. intelligence knew of the danger toKhashoggi Intelligence Community Directive191 - Duty to Warn (pdf) would have applied:

An IC element that collects or acquirescredible and specific information indicatingan impending threat of intentional killing,serious bodily injury, or kidnappingdirected at a person or group of people(hereafter referred to as intended victim)shall have a duty to warn the intendedvictim or those responsible for protectingthe intended victim, as appropriate. Thisincludes threats where the target is aninstitution, place of business, structure,or location. The term intended victimincludes both U.S. persons, as defined in EO12333, Section 3.5(k), and non-U.S. persons."

That's a quote from an article found at http://www.informationclearinghouse.info/50410.htm. As another response mentioned, this applies to the intelligence community, but it was TRUMP'S intelligence community and this article mentions Kushner's friendship with the Crown Prince as a reason why the warning may have not been issued. In most any other situation, the person in charge is responsible for the failures of his agents to follow the law. This would be especially true where the misfeasance was ordered or encouraged by the person in charge.
