Schiff and others have said that a good prosecutor needs the opportunity to ask follow-up questions, judge body language, etc. Schiff is not speaking for Mueller, just saying the president’s level of cooperation is insufficient, and I think implying that an innocent person would not be afraid to do an in-person interview.
