Uh, when you break the law, aren't you supposed to answer for your crimes, not just get a warning about doing something that you're told from day one not to do? It's almost as if there's a different standard of justice for White House aides than there is for toddlers in Immigration Court.

interpretations. New employees aren't always kept up to speed on such things. And I'd have to look it up, but I think the President is exempt, and so are some of the staff.

So, they get warnings to not do it again.

This is not to excuse the corrupt bastards, but it's just not that easy.
