I have mixed thoughts about this guy, still not convinced he's not a mole. If he isn't, why hasn't he refused too?
(I'm sure it's not that cut and dried but...spies.)

I think he knows opting out now will give Trump's cronies an out to pass up appearing. He is making up some for screwing up the election. Frankly I wouldn't testify at all if I was no longer a government employee. I would 5th amendment all the way like Lois Lerner. I think Comey is trying to salvage his legacy. Also he may be angling for some future settlement for improper termination.
