hamstrung by tradition, indictment propriety in this case, etc.

At the same time, Mueller maybe more than anyone else on the planet knows how corrupt trump is. Mueller just might be concerned with 'Justice' and the welfare of the country. Arguably a grave injustice if trump gets away free.

[It is also the capstone of Mueller's career].
