Don't forget he was fired pretty quickly after the inauguration. Mueller became the special investigator in May or June I think. He started talking to Flynn pretty soon after that. Flynn may have started wearing a wire because he wanted to keep his son out of jail. I remember reading that was his main motivation for cooperating with the investigation.
