If this really is Whitaker, I’m sitting at a high confidence it is:

1) why was Whitaker at the White House <20 days post inauguration?

2) walking with Flynn on the West Wing Colonnadem what was the nature of the Oval Office visit?

3) what did Whitaker & Flynn discuss?

7. I am confident that is not Whitaker with Flynn.

Look closely at the shape of the nose. The curvature at the back of the heads are different, even though the pose is almost the same. The guy with Flynn has a LOT more underchin. The eyebrow ridge is prominent on Whitaker and almost nonexistent on the other guy. The mole by his ear moved from one photo to the other.

Even if he was, still a good question as to what he'd be doing there at that time, but not QUITE as random/odd.
