Insider Trading implies making use of knowledge not known to the public.

Decision to increase spending was made public on Sunday. Purchase was made on Tuesday, 2 days later.

A purchase made at opening of market on Monday? Now that would look pretty bad. A purchase made on the previous Friday? That'd look REALLY BAD.

But a purchase made 2 days after the news was made public is not particularly solid evidence of insider trading. UNLESS it can be shown Inhofe became privy to a particular large contract being given specifically to Raytheon ... say ... Monday night?
