people temporarily assuming the duties of positions which require Senate confirmation. The CoS position is totally the prerogative of the POTUS, whomever he hires as CoS is CoS. If he hasn't hired them as CoS then they are not CoS.

Any claim that Mulvaney, or anyone else, is acting CoS is a poor fig leaf attempting to cover up the fact that the position is empty.
