Democratic National Committee Chairman Tom Perez launched an attack on his own partys state organizations Saturday with a long and angry email over the future of the partys most valuable asset its voter data file.
Just days before an important Tuesday meeting in D.C. on the future of the data operation, Perez sharply criticized a new proposal from state party leaders and singled out prominent state officials by name.
For some inexplicable reason, this proposal would tear down just about everything about our current data structure, reversing so much of the progress we made over the past decade, Perez wrote.
The national chairman, describing his own reaction to the state proposal as disappointed and dumbfounded, accused the president of the Association of State Democratic Committees, Minnesotas Ken Martin, of undermining the DNC by not keeping other state party officials in the loop, prompting withering criticism of Perez from state party leaders.
Its the latest fight in a quickly escalating war over the trove of Democratic voter information a conflict which broke into the open at a gathering of the state parties and the DNC in Puerto Rico late last month. The partys data is largely owned by the state parties, but there is a considerable amount of other data being collected by outside groups like labor unions and super PACs that could be leveraged to benefit Democratic candidates and the eventual 2020 nominee.

Didn't see any real details about the "massive for-profit" database Perez is proposing.

The DNC is advocating a proposal modeled on the Republican Partys data operation. It would amass all the voter data from Democratic groups into a single, for-profit entity.
The structure has two advantages. Because the voter data firm would be set up as a private organization, it would allow Democrats to raise money for it free from campaign finance limits. The setup would also enable liberal groups to integrate the data as they gather it, instead of continuing with the balkanized system currently in place. In theory, the progressive ecosystem could then work in concert to collect more data points on each voter.

Under the proposal pushed by DNC leaders and other Democratic operatives, including Priorities USAs Guy Cecil, state parties would license out their voter data to a separate trust. A voter data firm currently headed by Jen OMalley Dillon, the co-founder of Precision Strategies, and Lindsey Reynolds, a former DNC chief operating officer, is expected to be the launching pad for the project. A source familiar with the proposal said funders would be prohibited from sitting on the board of trustees to avoid conflicts of interest.

Unlike the Republican National Committee, which had control over its voter file when it created its streamlined data operation, the DNC needs buy-in from state parties in order to create such a structure.
