he routinely has reneged on the agreements to pay suppliers because he understands that it's expensive and uncertain and time-consuming to sue and collect. he uses that leverage to get away with paying much less than agreed much later than agreed.

he bullies people by threatening to sue them, actually suing them, and slamming them with legal complaints and motions to drive up their legal bills until they do or don't do whatever donnie wants.

he's one of the most litigious people ever.

he loves the law when it's a weapon under his control, which it has been for his whole career.
