Yes, Lincoln was President but Holmes was "only" a Union Army officer at the time. Lincoln was visiting the front at Fort Stevens, and his tall figure was attracting the attention of Rebel sharpshooters -- bullets were passing close, but Lincoln seemed oblivious. So Holmes tackled him, shouting "Get down, you fool!". Lincoln remarked “I’m glad to see you {still?} know how to talk to a civilian.”
