He has zero concept of the rule of law. He thinks he can do anything he wants, any time he wants, to anyone he wants, and there are no consequences to him.

He respects the law of the jungle, or Darwinian law. He does not respect the laws of the United states or the Constitution, but in real life, Darwinian law often takes precedence.
