Still, President Donald Trump has given no indication whether he will sign the legislation to keep the government running through Feb. 8. He has lamented a lack of money for his proposed border wall, a key campaign promise that tripped up talks in Congress.
The Senate on Wednesday unanimously approved the legislation to fund seven agencies, including the Department of Homeland Security, at their current levels into February. The House could take up the bill Thursday despite opposition within the Republican caucus. House Minority Leader Nancy Pelosi has said Democrats will support the measure.
House Republicans huddled Thursday morning, and leaders reportedly could not assure members that Trump would sign the bill. The leaders then canceled a news conference after House Speaker Paul Ryan took an emergency call from the president, according to NBC News.
