Outgoing House Speaker Paul Ryan on Thursday announced that President Donald Trump would not sign the government funding bill passed on Wednesday by the Senate — all but ensuring the government will shut down at the end of the week.

Ryan told reporters that Trump is refusing to sign the bill because it does not have adequate funding for border security, including money for his proposed wall on the Southern U.S. border.

His base was absolutely furious at the reports he was going to sign it and probably would have abandoned him. Conservative pundits have been slamming him for the last 48 hours about it. Ann Coulter was basically telling people not to vote for him again if he signed it, people were saying it was going to be his "Read my lips" moment.

This is an attempt to keep his base happy.

Trump got pushed into another one of his childish temper tantrums by this Windbag rant: "Meanwhile, $5 billion, a measly $5 billion — when compared to the size of the federal budget for border security — is an impossibility. Somebody needs to explain to me how this happened."

I believe the bill was sent to Trump on the 19th of December. Nothing SAYS they have to go sine die before January 2 - the next Congress opens on January 3. Unless Trump vetoes the bill, it would become law without his signature on the 29th. If it reached him today it becomes law on the 30th.

Now...if Trump DOES veto it, shit happens a whole lot faster.

Unfortunately, Little Vlad plans to let the government shut down on the 21st - which means all the nonessential government employees would lose a week's pay because of our worthless fuckwad of a so-called president.

If he doesn't sign it or veto it, then:

1. If Congress adjourns before 10 days is up, it's the same as vetoed.
2. If Congress stays in session for the 10 days, and he doesn't return it or veto, then it's law.

Article I:


Section 7.

All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills.

Every bill which shall have passed the House of Representatives and the Senate, shall, before it become a law, be presented to the President of the United States; if he approve he shall sign it, but if not he shall return it, with his objections to that House in which it shall have originated, who shall enter the objections at large on their journal, and proceed to reconsider it. If after such reconsideration two thirds of that House shall agree to pass the bill, it shall be sent, together with the objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a law. But in all such cases the votes of both Houses shall be determined by yeas and nays, and the names of the persons voting for and against the bill shall be entered on the journal of each House respectively. If any bill shall not be returned by the President within ten days (Sundays excepted) after it shall have been presented to him, the same shall be a law, in like manner as if he had signed it, unless the Congress by their adjournment prevent its return, in which case it shall not be a law.

Every order, resolution, or vote to which the concurrence of the Senate and House of Representatives may be necessary (except on a question of adjournment) shall be presented to the President of the United States; and before the same shall take effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate and House of Representatives, according to the rules and limitations prescribed in the case of a bill.
