Total Super Bowl viewership globally is around 150 to 160 million (and dropping, at least lately).

2) The NFL wants someone non-controversial, and someone from the past 25 years - after the "Classic Rock" or "First Wave" eras.
3) A lot of artists/labels don't want to touch it.
On one hand, there is the "I won't support the NFL because they won't stand for the flag" bunch. They would want a Toby Keith/Kenny Chesney/Garth halftime with a special appearance by Lee Greenwood.
Then there is the other side, that: a) doesn't want to appear like they support what was done to Kap. b) doesn't want to appear to support the violence against women that the NFL has let pass, and c) don't want to appear to support CTE. That side would want the halftime show to be T-Swift, Common or someone else who is modern and relevant, or maybe a K-Pop band.
So signing on for the halftime gig is bound to piss someone off. FYI, Jay-Z (whose wife did this gig twice) is urging (read: pressuring) Travis Scott to back out. (see "a" above)
4) Why spend the money? Does it really increase ratings or revenues?
5) They'll get someone super safe -- possibly with knee injuries that make kneeling impossible - to sing the anthem.
