Phil Mattingly & Manu Raju on why McConnell WON'T change Senate rules to "go nuclear"

Mattingly:

By my count McConnell has rejected going nuclear on legislation on the record no fewer than a dozen times in the last two years, probably more, so let’s go ahead and not run w/ that as a real option today folks

Raju:

On top of this, McConnell wouldn’t even get 50 votes to change the rules because a number of Republicans are opposed to going nuclear on legislation. Trump can float it but it’s not going to happen now

Because the Dems will come close to a filibuster-proof majority in the Senate, or they'll have it outright. Turtle knows this. A short term nuking of the filibuster will is not worth the long term shit storm that the GOP will have to endure, and which they likely won't survive.

While Republicans controlled the House a majority vote only Senate could have passed into law countless pieces of Republican legislation that could not get past the 60 vote threshold. Not any more once Democrats retake control of the House in less than two weeks.

It makes zero sense for them to invoke the nuclear option (even if they could) over a 5 Billion dollar payment toward a wall that few of them really care about. What Republicans really have to fear is the 2020 elections when a whole lot of chickens may come home to roost. Democrats are much better positioned to retake the Senate in 2020 than they were in 2018. The last thing Republicans want now is a rules change that prevents them from blocking Democratic initiatives in a future Senate with just 40 votes.
