Besides being an asshole not so different from Trump, his rationale for shutting it down was that it catered to Northeastern industrialists and didn't support agriculture or westward expansion. In this he had massive support from his "base" but he couldn't shut the bank down.

He did, however, remove all federal cash from the bank, essentially destroying it, and for that he was censured. Impeachment may have been discussed.
