HOUSTON (AP) President Donald Trumps claims over Christmas that he had awarded 115 miles of new border wall construction in Texas appear to confuse work thats already funded and underway.

TRUMP, asked Tuesday morning about the wall and his Christmas Eve tweet: Yesterday, I gave out 115 miles worth of wall, 115 miles in Texas. Its going to be built, hopefully rapidly. Im going there at the end of January for the start of construction.
THE FACTS: Trump cant award construction contracts. The U.S. Customs and Border Protection and the U.S. Army Corps of Engineers awards contracts for border wall construction after Congress approves funding and months have gone into planning.

a) Trump cannot spend a dime without "the power of the purse" that is owned, by the Constitution, by the House of Congress.
b) This is NOT the procedure for how Federal contracts are awarded, especially since most of the government is shut down. The President can't magically "make it happen," he's got to work through a bureaucracy. Even a COMPLETELY MINDLESS DROOLING IDIOT knows that. A transparent lie.
c) A "130 mile contract?" You mean to say you signed a 130-mile-long contract without advisors (all on vacation), or do you mean to say you personally signed, for the US Gov't, a contract for 130 miles of "wall?" If the latter, I wonder how you might have accomplished that, since you can't pay for it without House of Congress approval.
d) Being generous to Trump, I might suppose that Trump imagines that several billions were just "lying around" subject to his spending approval. The more obvious answer is that Trump is an asshole and a liar.
