I fear that reporting about this will only increase the number of these incidents until they face consequences/tickets.

Back in the days of usenet nudity I was fucking hot.
It's possible I still am to some people, even riding the bus.

(18,585 posts)If it's public parking lot (and I assume it is based on the pottery barn in the background), then it's an asshole move, but not illegal.
What law would these people be breaking, eh? Unlike a handicapped sign that's backed by law, public parking is public parking.
Just as the 'parking for expectant mothers' signs aren't legally enforceable, I doubt these are, either.

If I drove a Tesla and happened to find the local the charging station blocked by some stupid truck, I've no doubt a quick call to the towing company would get an immediate response by a big burly tattooed tow truck driver swinging a heavy hooked chain, and zero response by the cops unless someone was on the ground and bleeding.
As a teen, one of my kids parked a family car where he shouldn't have, it was towed, and few days of impound fees would have been more than the car was worth. I was almost of mind to let the towing company have it.
But it's better here than a town south of us where the cops and towing companies were conspiring to steal trucks and SUVs, the nicer the better. The police chief himself was driving an SUV that had been illegally taken and retitled.

I don't know what other states laws are, but in California it is illegal for an ICE to do that.
Arizona also has EV charging civil code lasws:
28-876. Parking spaces for electric vehicles; civil penalty
A. A person shall not stop, stand or park a motor vehicle within any parking space specially designated for parking and fueling motor vehicles fueled exclusively by electricity unless the motor vehicle is powered by electricity and has been issued an alternative fuel vehicle special plate or sticker pursuant to section 28-2416.
B. If a law enforcement officer finds a motor vehicle in violation of this section, the law enforcement officer shall issue a complaint to the operator or other person in charge of the motor vehicle or, if an operator or other person is not present, to the registered owner of the motor vehicle for a civil traffic violation.
C. A person who is found responsible for a violation of this section is subject to a civil penalty of at least three hundred fifty dollars. Notwithstanding section 28-1554, the civil penalties collected pursuant to this subsection shall be deposited in the state general fund.

They can't issue citations, but you can easily get towed by violating the rules set by the property owner.
