I was referring to El Paso, Laredo, Brownsville, Yuma and San Diego. It does stop people in large number to walk across an imaginary line, but it is not 100% efficient. As for B, it will not be 100% effective, but it does increase the odds as being a barrier. Frankly, we all have a major problem we all need to address on the opioid epidemic.

I believe to counteract the drug epidemic, is we must identify, interact, help, right their path the users. Never give hope on someone, for they could be a son, daughter, father, mother, brother, sister or a good friend.
